As published by the National Interoperability Framework, the synchronization of the date and time will be carried out with the Royal Institute and Observatory of the Navy, in accordance with the provisions regarding legal time in Royal Decree 1308/1992 of October 23, which declares the Laboratory of the Royal Institute and Observatory of the Navy as the national time standard depositor laboratory and a laboratory associated with the Spanish Metrology Center, and, when possible, with the official time at the European level.

Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, establishes in its Article 31.2 that "the electronic registry of each Administration or Agency shall be governed, for the purposes of deadline computation, by the official date and time of the electronic headquarters of access, which must have the necessary security measures to ensure its integrity and be accessible and visible."
